Wholesale Broadband as a Service. The future of consumer wholesale broadband ordering – powered by nBrace™

Standardising consumer wholesale broadband to make it faster to sell, easier to buy, and simpler to deliver. Take advantage of common product models and APIs to automate quoting, ordering, and provisioning—eliminating bespoke processes and enabling scalable collaboration with other operators.

At Amartus, we’ve built a long-standing track record of shaping industry standards that make it easier for service providers to work together, automate operations, and integrate new services faster. For over a decade, we’ve been active contributors to MEF (now Mplify), playing a key role in defining Open Standards APIs for standardised, automated connectivity. Our work has been consistently recognised with multiple Mplify Showcase awards for technical innovation and practical implementation.

Expanding impact through TM Forum

We’ve extended this engagement to TM Forum, contributing to the evolution of its business and operational frameworks. Our focus has been on enabling open, model-driven service management architectures that support CSPs in scaling and transforming their internal operations.

A core part of this work is our participation in TM Forum Catalyst projects—practical, collaborative initiatives where CSPs, vendors, and technology partners co-develop working prototypes using TM Forum Open APIs and the Open Digital Architecture (ODA). These engagements drive practical advancement of Open Standards, helping to close the gap between vision and implementation—for both terrestrial and satellite-based service ecosystems.

Our TM Forum Catalyst contributions

Amartus has contributed to several Catalyst phases over several years, bringing our nBrace™ orchestration platform and domain expertise to two strategic efforts:

  • Wholesale Broadband – focused on building an automated, standards-based framework for consumer wholesale service interoperability, dynamic ordering, and provisioning across multiple operators.

  • SATCOM Catalyst – tackling a critical challenge for the satellite industry: enabling scalable, standardised satellite services that CSPs can compose, order, and manage like any telecom offering. Read more about it here.

Phases of the TM Forum Wholesale Broadband as a Service Catalyst (2024-2025)

The TM Forum Wholesale Broadband Catalyst is a joint initiative by CSPs, wholesale providers, and technology partners developed over two phases. Together, they’re creating a standardised, automated model for broadband service ordering, making wholesale access simpler, faster, and ready for integration at scale.

  • Phase I (2024) defined a common wholesale product model and ordering lifecycle, introducing a shared catalogue structure and extending key TM Forum APIs.
  • Phase II (2025) built on this by automating the full order-to-provisioning flow, adding a buyer-facing interface, and publishing validated standards with API profiles and a Conformance Test Kit.

Addressing the lack of interoperability in consumer wholesale broadband

As fibre deployments accelerate worldwide, wholesale providers are grappling with the growing complexity of delivering broadband services across a diverse ecosystem of partners.

While standards like TM Forum’s Open APIs are designed to enable interoperability, inconsistent adoption across markets introduces friction. This results in higher integration costs, delayed time-to-market, and limited end-to-end service visibility.

The need to tailor solutions for each consumer & supplier often leads to automation being deprioritised, hindering innovation and driving up operational expenses.

In the first phase of this Catalyst, Amartus collaborated with carriers and solution providers to implement the full ordering journey using the nBrace™ platform. Acting as the broadband service Buyer, the platform automated key processes on the Seller side as well.

This Catalyst demonstrates end-to-end automation of the service delivery path—from address validation and serviceability checks to order validation and confirmation—proving the potential for scalable, standards-based integration.

Benefits for wholesale fibre providers
  • Reduced integration effort and lower onboarding costs

  • Improved automation rates, reducing manual interventions

  • Faster partner activation across new markets

  • More predictable service delivery and improved customer experience

This Catalyst provides a practical blueprint for reducing fragmentation across the consumer wholesale broadband ecosystem—unlocking efficiency and enabling scale.

TM Forum Catalyst: Towards a standardised, productised consumer wholesale model

  • A shared product model and common catalogue for consumer wholesale fibre, with support for vendor-specific extensions

  • ~80–90% product commonality to streamline integration

  • Aligned service lifecycles with standardised order milestones and jeopardy management

  • Enhancements to key APIs:

    • TMF673/674 for improved geographic site and address management

    • TMF621 extended to carry jeopardy logic and milestone history into fault resolution

  • Designed for compliance with TMF v5 and adaptable to national regulations and partner-specific processes

Advancing productised, zero-touch ordering for consumer wholesale broadband

Phase II of the “Broadband as a Service” Catalyst builds directly on the foundation laid in Phase I, evolving from a standardised product model toward a fully automated, buyer-to-seller service orchestration. While the first iteration defined a shared consumer wholesale product catalog and aligned lifecycle processes, this new phase focuses on standardising the service model that underpins those products—bridging the gap from product offers down to real-time resource orchestration.

What’s new in Phase II:
  • Service model standardisation: Extends the product-level focus of Phase I by introducing a standardised service abstraction, enabling automation across the full stack—from marketplace selection to service fulfilment and resource provisioning.
  • Marketplace experience: Introduces a consumer-grade, e-commerce-style interface where consumer wholesale buyers can browse, compare, and purchase broadband services with the ease of online shopping. Offers include detailed visibility into availability, bandwidth, subscription types, SLAs, and policies.
  • Expanded automation through nBrace™: Building on its role in Phase I, the nBrace™ platform now automates and translates an even broader range of TM Forum standards and service interactions—serving as the orchestration layer that seamlessly connects the Buyer and Seller ecosystems across diverse systems and technologies.
  • Real-time, zero-touch provisioning: The buyer journey—from address validation and qualification to offer configuration and order submission—is fully automated through TM Forum Open APIs, with no manual coordination required between operators.
  • Production-ready, practical implementation: Unlike many innovation-driven Catalysts that remain conceptual, this one is grounded in what’s deployable. Assets have been tested in production-like environments and are already being integrated by real telecom providers.

From standard to service

This Catalyst takes the industry a step closer to plug-and-play consumer wholesale broadband. It provides a scalable, trusted framework for enabling Broadband-as-a-Service, where providers can onboard consumers & suppliers rapidly, offer transparent and competitive service packages, and activate them with minimal friction.

Where many forward-looking projects still await future readiness, this Catalyst is ready now—built on proven components, existing standards, and real deployments that meet the immediate needs of modern service providers.
